Wholesale buyers, partners, retail chains and fleets take tyres of every brand we carry straight from the warehouse in Moscow and the Moscow Region — today. Pickup points in the regions open shortly; until then we ship by carrier across Russia. You buy from a Russian supplier against a VAT invoice — import, customs and marking stay our own internal business.
SHINOPORT is neither a logistics company nor a middleman. We are a wholesale supplier: we buy tyres from Chinese factories under our own contract, clear them through customs, certify them, hold them in warehouses in Russia and sell them wholesale against a VAT invoice. Eleven brands, four segments, our own price list and our own responsibility for quality.
Between a factory in Shandong and your warehouse stand freight, duty, an anti-dumping rate tied to the individual manufacturer, certification to TR CU 018/2011 and GOST R 51893-2024, the recycling levy and Chestny Znak. We walk that route once per container: you pay in roubles against an invoice, receive a VAT invoice with 22 % VAT to reclaim, and never keep 4.5 million ₽ frozen in a port.
A contract made straight with the manufacturing plant in Qingdao, Weihai or Zhaoyuan. Between the factory and you there is no trading company and no second importer: you buy from the party that brought the container in, cleared it through customs and answers for the batch.
From 1 January 2026 the recycling levy on tyres without a GOST R 51893-2024 (PAH) certificate is charged at a coefficient of 18. Every one of our factories holds that certificate — and you can see it in the price.
We work on the general tax regime and ship against a VAT invoice. Input VAT is fully deductible.
Every tyre carries a DataMatrix code before it leaves us. You accept it on the VAT invoice and it goes straight to the shelf, the workshop or the marketplace.

The anti-dumping duty for that particular manufacturer is already in the price, and the recycling levy is at coefficient 1: without a PAH certificate this batch would carry a further 1,371,442 ₽. Replacement against a report comes from the reserve in the warehouse, with no wait for the next container.

The upshot of our own costing: between the FOB price and a tyre on your shelf stand 4.5 million ₽ frozen for 45–60 days, TR CU 018/2011 and GOST R 51893-2024 certification for every brand taking 2–3 months and 150–300 thousand ₽ before the first sale, an anti-dumping rate tied to the individual manufacturing plant, and claims you pursue with the factory yourself. On paper your own container can come out cheaper; in practice that happens from the third or fourth shipment, once the certificates exist, the factory is proven and the working capital is not needed in a port. Until then you buy the result from us: a rouble price fixed in the quotation for 5 working days, a batch from one pallet upwards, a VAT invoice with 22 % VAT to reclaim and the Chestny Znak codes on the day of shipment. There is no catch, only the arithmetic of importing. The price at the Moscow Region warehouse already holds all of it: the factory FOB price, freight, duty of 10 %, on truck tyres the anti-dumping rate for the individual manufacturer, VAT on import, the TR CU 018/2011 and GOST R 51893-2024 certificates, the recycling levy at coefficient 1 instead of 18, the Chestny Znak codes, storage and a reserve held for replacing defective tyres. The fair comparison is not with a retail shelf but with the two other options: bringing a container in yourself, which means about 4.5 million ₽ frozen for 45–60 days, your own certification for every brand and the risk of getting the anti-dumping rate wrong; or buying from a reseller with no direct contract, which is the same tyre but without a batch passport and with the recycling levy at ×18, which surfaces during an inspection. The larger the volume, the lower the tier: pallet, from 200 pcs, 40HQ container.
From stock, a pallet: 40 passenger or 12 truck tyres. On order from the factory, from 200 passenger or 60 truck tyres, and the best price is a full 40HQ container. Several sizes can be combined in one container.
From stock, 100 % against an invoice, and we ship on the day of payment. On order, 30 % prepayment when the specification is signed and 70 % once the batch reaches our warehouse, before it ships to you. Regular customers get deferred payment of up to 30 days from their third batch. Bank transfer with 22 % VAT.
A quotation fixes the price in roubles for 5 working days. After the prepayment the price does not change, even if the rate moves. Under an annual contract we fix the price for the season.
Yes, and it is common practice. You send a list of sizes and quantities, and we return a loading plan by volume (how much of each will fit) and a price at the tier calculated from the total container volume, not from each size separately.
40–50 days from the prepayment to our warehouse: 15–20 days of production, 20–25 at sea and in customs, 2–3 for marking and goods-in. In peak season (August–October for winter, February–March for summer) allow another 10 days and book production in advance.
As groupage to the carrier terminal in your city, charged by batch weight: Moscow and the Moscow Region 10 ₽/kg, St Petersburg 18, Kazan 22, Yekaterinburg 26, Novosibirsk 38. From 200 pcs, delivery to a carrier terminal in Moscow is free. A whole container can go straight to your city, bypassing our warehouse, and customers in the Far East can take it at the port of Vladivostok.
Yes, from the Moscow Region warehouse by prior appointment. We load onto your vehicle with a forklift, and the pallets come shrink-wrapped. The exact address and the site pass are on the invoice and in the quotation.
A VAT invoice at the 22 % rate, a copy of the customs declaration, a TR CU 018/2011 certificate of conformity, a GOST R 51893-2024 certificate, and the Chestny Znak marking codes transferred into your accounting system. If needed, a certificate of origin and the packing list from the factory.
From 1 January 2026 the environmental levy on tyres with no GOST R 51893-2024 certificate on record (the content of polycyclic aromatic hydrocarbons) is charged at a coefficient of 18. For a 12 kg tyre that is 1 202 ₽ instead of 67 ₽. All our factories are certified and the records are filed, which is why our price carries the levy at ×1. With some competitors those 1 100 ₽ either sit inside the price or surface during an inspection.
Every tyre carries a DataMatrix code and is entered into circulation under our name. At shipment we hand the codes over by EDI together with the VAT invoice, and you accept them in your accounting system with a single click. For the marketplaces that is enough to open a listing on the day of goods-in.
Yes: a copy of the customs declaration, the certificates, and a batch passport with the production date and the origin. We help assemble the pack for a specific procurement and hold the batch against the contract.
Three options: come to the Moscow Region warehouse and look at the tyres in person; take a pallet from stock as a trial; or travel to the factory with us, as business trips to China are visa-free for Russian citizens for up to 30 days. Every batch comes with a photo report of the loading and a production date (DOT) no older than 6 months.
A manufacturing defect means a replacement or a refund against a claim report. The factories give a warranty, and we keep a reserve in the warehouse for replacements so that you do not have to wait for the next container.
